               Mr. Hecker received a J.D. from Stanford Law
               School, a master’s degree in public policy from the
               John F. Kennedy School of Government, Harvard
               University, and a B.A. from Columbia College.  He
               served as a law clerk for Judge John M. Walker,
               Jr., of the United States Court of Appeals for the
               Second Circuit, and Judge Sidney H. Stein, of the
               United States District Court for the Southern District
               of New York.
