Regulation OTAR Part 135 - CAT - Helicopters and Small Aeroplanes


                                      An aircraft that may require to land in instrument meteorological conditions shall be provided with radio
                                      equipment appropriate to the aids to be used. This equipment shall be capable of receiving signals to
                                      provide guidance to a point from which a visual landing can be made at any aerodrome used and for any
                                      designated alternate aerodrome.
             OTAR.135.685            Category II and III precision approach equipment
                                      An aircraft conducting a Category II, other than Standard Category II, or Category III operation shall be
                                      equipped and approved in accordance with Subpart SPA.
             OTAR.135.690            Crew intercom and public address system
                                        (a)  The operator shall ensure that, other than for single pilot operations, an aircraft is equipped with:
                                             (1)  suitable means for conducting passenger briefings; and
                                             (2)  a crew member intercom system.

             OTAR.135.695            Emergency lighting
                                      A helicopter of MTOM exceeding 5,700 kg operating at night shall be equipped with:
                                      an emergency lighting system in the passenger compartment to facilitate evacuation.
             OTAR.135.700            Medical and emergency equipment
                                        (a)  An aircraft shall be equipped with:
                                            one or more first aid kits, stowed in accessible places.
                                        (b)  .
                                             (1)  Contents of first aid kits shall be appropriate to the nature of the flight, and suitable to
                                                 treat minor injuries; and
                                             (2)  for aircraft required to carry cabin crew as part of the operating crew, first aid kits shall
                                                 be suitable for the use of cabin crew in managing incidents of ill health.

                                        (c)  .
                                             (1)  An aircraft required to carry cabin crew as part of the operating crew shall carry a
                                                 universal precaution kit for the use of cabin crew members in managing incidents of ill
                                                 health associated with a case of suspected communicable disease, or in the case of
                                                 illness involving contact with body fluids.
                                            Note: Appendix B contains information on medical supplies.
                                        (d)  An aircraft shall be equipped with:
                                             (1)  at least one fire extinguisher, located in reach of a flight crew member and of a type that
                                                 will not interfere with the proper functioning of essential aircraft equipment; and
                                             (2)  at least one fire extinguisher in each compartment that is separate from the pilots’
                                                 compartment.
                                        (e)  Any agent used in a built-in fire extinguisher for each lavatory disposal receptacle for towels,
                                            paper or waste in an aircraft for which the first certificate of airworthiness, for that individual
                                            aircraft, was issued on or after 31 December 2011 and any extinguishing agent used in a
                                            portable fire extinguisher in an aircraft for which the individual certificate of airworthiness is first
                                            issued on or after 31 December 2018 shall not be of a type listed in Annex A, Group II of the
                                            Montreal Protocol on Substances That Deplete the Ozone Layer, 8th Edition, 2009.

                                        (f)  Each item of equipment required by paragraph (a), (c) and (d) shall clearly indicate its method of
                                            operation.
                                        (g)  Each compartment or container that contains any item of equipment required by paragraph (a),
                                            (c) and (d) shall be marked to indicate its contents.
             OTAR.135.705            Emergency locator transmitter
                                        (a)  All required ELTs shall operate in accordance with the requirements of ICAO Annex 10, Volume III
                                            and be capable of transmitting on 121.5 MHz and 406 MHz.
                                        (b)  All ELTs capable of transmitting on 406 MHz must be coded in accordance with ICAO Annex 10
                                            and registered with the agency responsible for the maintenance of the aircraft register.
                                      Aeroplanes –
                                        (c)  Except as provided in paragraph (d) an aeroplane shall carry at least one ELT of any type.
                                        (d)  An aeroplane for which the first certificate of airworthiness, for that individual aeroplane, was
                                            issued after 1 July 2008 shall be equipped with at least one automatic ELT.
                                      Helicopters –
                                        (e)  Performance Class 1 and 2 operations –
                                             (1)  A helicopter operating in performance Class 1 or 2 shall be equipped with at least one
                                                 automatic ELT; and
                                             (2)  when flying over water as described in 135.715, with at least one automatic ELT and
                                                 one ELT(S) in a raft or life jacket.
