Several events of significance happened in 1978. The United States and China agreed to normalize diplomatic relations, the Soviet-Vietnamese Treaty of Friendship and Cooperation was signed, The Solomon Islands and Tuvalu became independent states, a NATO summit was held to discuss not economic and monetary policies but the deployment of neutron bombs, and nine countries in Latin America held elections. In the United States, former President Jimmy Carter ratified a new Panama Canal Treaty, began the withdrawal of ground troops from the Republic of Korea, and attempted to try to formulate conditions
for peace between Egypt and Israel with a tripartite summit at Camp David.
In 1978, too, a small organization was incorporated under the name United Palestinian Appeal, Inc. (UPA). It may seem insignificant in the scheme of things. How does the work of a single non-profit with modest financial backing stack up against international treaties and big governments? It does not, and yet it does. UPA came into being with its own superpower: Palestinian sumūd. The word, which means steadfastness, has defined the resilience and defiance of the Palestinian
