Governance, human rights and institutional capacity analysis



                       The sentiments most expressed during this consultation can be classified into three clusters, sentiments on (a) corruption, (b)


               governance issues, (c) governance issues and (d) challenges to governance. Corruption was, by far, the single most expressed sentiment

               suggesting the prominence of the issue, or rather how to deal with it, in the national narrative on governance and human rights. Figure 6


               below summarizes the main concepts of governance that were expressed.

                       Among the most expressed sentiments regarding the concept of governance, development (reflecting the importance of governance


               for development) and inclusive and multi-stakeholder engagement were prominent (See Figure 6 below).
