  The  Records  Section  manages  all  communications  among  and  within
                      units/departments following the provisions in 4.2.1 found in page 31 of the
                      IFSU Code, University President Memorandum No. 26 s. 2013 and 52 s. 2016,
                      Executive Order No. 1 and 4, s. 2019.


                             The flow of communication would be:

                  Protocols in the Flow of Communications Among and Within Unit/Departments

                      The  flow  of  communication  in  the  university  follows  downward,  upward  and

                  horizontal processes.  In all the three flows of communication, it is a protocol in the
                  university that all communication will be channeled to the records office for recording

                  before it will be given to concerned offices or persons.


                      Downward communication is often followed when the University President or other
                  offices  in  the  university  communicates  information  to  their  subordinates  such  as

                  memoranda,  policies,  guidelines,  advisories,  and  other  communications.    Thus,

                  outgoing  communications  from  various  offices  in  the  university  are  recorded  in  the
                  records office before it will be given to the units concerned.


                      Upward communication is also followed when subordinates from the different units

                  submits requests, reports, and any form of communication to be acted by authorities
                  in the university.  Thus, incoming communications are also received and recorded in

                  the records section before it is given to the concerned office or unit for action.  After it

                  is acted upon by the concerned office, it will follow the downward communication flow
                  as outgoing communication to be given to the proponent.



                      The  horizontal  communication  is  practiced  in  the  university  when  there  are
                  requests, information or issues that the campuses, colleges, departments and units

                  want to formally communicate with each other.  The communication flow entails the
                  submission of the written communication to the records office and the records office

                  will record the communication then give the communication to the units concerned.
