As per IFSU Charter (RA 9720, Sec. 4), the highest governing body of the University
is the Board of regents (BOR) composed of the representatives from the stakeholders
as stated in Sec. 5 of RA 9720.
Levels of the University It has three levels – University Level (top management) with
the University President as chief executive officer, assisted by the Vice Presidents (RA
9720, Section 9), Campus Level (middle management) headed by the Campus
Executive Director or Campus Directors (RA 9720, Section 10), and College Level
(third level management) headed by the College Deans (Section 3, IFSU Code,
Administrative Manual).
The institution is headed by a University President- There are four (4) Vice Presidents
under it – the Vice President for Research & Development Extension & Training, Vice
President for Academic Affairs, and the Vice President for Administration and Vice-
President for Planning, Resource Generation & Finance.
The University’s functions are reflected in the major operations of the institution and in
its general administration and support services per PREXC (Program Expenditure
Classification): Operations: (a) Higher Education Program, (b) Advanced Education
Program, (c) Research Program, and (d) Extension Program; Support to Operations;
and General Administration and Support Services.
Authority and responsibility are reflected in the structure through the lines. It follows
the principle in a line-and-staff organization with the following definitions of the lines:
Line authority or “Authority of command” – Refers to the power of the authority to
command, the power to initiate and moreover carry through the activities of the
enterprise Staff authority or “Authority of ideas” – Refers to the authority in the
preparation of advice and counsel as an aide in the accomplishment of major functions
In the IFSU structure, line authority lies with the executives – the University President
at the University level, the Campus Administrator at the Campus level, and the College
Dean at the College level. Staff authority lie with the Vice Presidents, and the University
Directors of service departments.
The University has six campuses. Each campus is headed by a Campus Administrator,
who are directly under the office of the President.
The Campus Executive Directors serve at the discretion of, and reports directly to the
University President.
While the Campus Directors report directly to the President, it is expected that
programs, projects, activities that they will submit for approval have the endorsement
of the Vice President who has the jurisdiction or whose function is directly related to
the subject of the request. Similarly, copies of routine communications shall be
furnished the VPs concerned.
Service Departments (under the VPs) are to be led by Directors with counterparts in
the Campuses
Campus Executive Director shall have direct supervision of and administrative control
over local campus security, health offices, local campus registrar, librarian,
administrative offices, etc.
