Sir,
I have much pleasure in conveying to you at the request of His Majestys
Charge dAffaires, the substance of a Note presented by the American
Ambassador in London to His Majestys Principal Secretary of State for Foreign
Affairs, in which after expressing the sincere appreciation of the Government of
the United States of the invaluable assistance rendered by you on effecting the
release of Captain Charles Baker. Mr. Mellon, on behalf of his Government,
particularly commends the skilful and effective manner in which you conducted
your negotiations with the Chinese bandits as well as the excellent judgment,
resourcefulness and untiring efforts which you at all times displayed during the
prosecution of this difficult case.
I am also requested at the same time to convey to you the personal
congratulations of Sir John Simpson.
