FTO talking points for discussion
Use special procedures when you believe occupants are reasonably believed to be armed and
dangerous, suspected felon, or known felon
Notify dispatch immediately of the suspect’s location and give thorough description of the
vehicle/occupants
Keep suspect vehicle in view and request back up
Keep dispatch informed of current location
When back up arrives, initiate the stop
-stop suspect in safe location where danger to public is minimal
-position yourself behind the patrol vehicle’s door
-at night, light up the inside of the suspect vehicle
-primary officer is in command and is the only officer that gives commands to the suspects (to avoid
confusion)
-order the driver to turn off vehicle and drop the keys on the ground outside the door
-order occupants to place hands palms up on the ceiling of the vehicle
-order occupants to exit through the driver’s side only one at a time
-once outside, occupants are ordered to execute a Tinkerbelle turn to expose hiding weapons
-then order them to walk backwards in the direction of the patrol vehicle
-order them to drop to their knees and cross their ankles
-cuff them and move them back to the curb
-search all suspects
Avoid getting in other officer’s line of fire
