7.9 Filling up the Post of Registrar:
Major Somesh C. Jhingan Registrar proceeded on deputation with Intelligence Bureau w.e.f. 1st July, 2018.
The post of Registrar in his absence is, therefore, being managed initially by entrusting additional charge to two of the scientists till 11 March 2020. Shri Inderjit Singh, Account Officer has been given the interim charge of Registrar since 11th March 2020.
The post of Registrar is one of the vital positions at VP to ensure Administrative & Financial compliances.
This position manages overall supervision of the office. Major Jhingan is superannuating on October 31, 2021.
He has sought extension for his deputation term till his date of superannuation. Therefore, he is not returning to Vigyan Prasar.
The post of Registrar as per Recruitment Rules of Vigyan Prasar provides the appointment of Registrar when it falls vacant by promotion/ deputation/ direct requirement. The Accounts Officer with five-year experience is eligible for promotion as Registrar.
The promotion is subject to eligibility/suitability/ found fit by a duly constituted committee.
The composition of the committee is as per recruitment rules of Vigyan Prasar:
1. Chairman to be nominated by the Governing Body of Vigyan Prasar.
2. Director, Vigyan Prasar
3. One SC/ST officer of appropriate status to be nominated by the G.B
4. to 5. Two persons of appropriate status to be nominated by the Chairman of the Governing Body, Vigyan Prasar

The promotion will however be ad-hoc in nature till the regular incumbent i.e Major Somesh C Jhingan superannuates from the services. The Promotion will be deemed to be a regular promotion after superannuation of Major Somesh Jhingan
