7.9 Non-implementation of recommendations of 7th Pay Commission: Instructions for the implementation of recommendations of 7th Pay Commission extending its benefits to the employees of autonomous bodies has already been issued vide Ministry of Finance, Deptt. of Expenditure O.M. No. 1/1/2016-E-III(A) dated 13.01.2107 but the benefits of the 7th Pay Commission has been partially implemented by the Ministry in respect of the employees of Vigyan Prasar vide AI-Cell, DST No. AI/33/VP/2017 dated 18.01.2019 leaving the following individuals bereft of the advantages of the 7th CPC:

Office of the Vigyan Prasar has so far endeavor its best to comply with the time and again raised queries of AI Cells/IFD of DST and have provided copies of the orders containing sanctions of the above posts.
All the posts in the Vigyan Prasar are being operated in line with the approvals conveyed by the DST. These orders were received by Vigyan Prasar from time to time from the Ministry at the time when process of creation of posts for Vigyan Prasar was continuing. These orders were issued by DST and Vigyan Prasar did not apprehend at that point of time whether these orders were issued with the approval of Ministry of Finance.
The pay and allowances being paid are also in line with GoI directives. Stipulations made vide Para 2 of the OM No. 1/1/2016-E-III(A) dated 13 January 2017 are being complied in toto by Vigyan Prasar. There is no audit objection from either internal audit of DST/ C&AG/Statutory Auditor on creation of any of the posts in Vigyan Prasar.
Issuance of pay commission benefit too only a limited set of employees has caused anomalies and having adverse impact on the morale of employees.
Employees are of the view that they have joined the organization in response to open Advertisements or after fulfilling the specified recruitment criteria thus
should not be deprived of the legitimate benefit due to them.
As the considerable time has now been elapsed the employees have now started raising grievances at Ministry level to and indicated to resort to legal recourse. As a result of partial implementation of the recommendations of pay commission, there is grave uproar amongst the remaining employees.
Hon’ble Governing body may like to request the Chairman to pass on orders for implementation of pay commission benefit to all the regular employees of Vigyan Prasar.
