The above plan also envisages a new building on the site of the north car park of the LIC,
immediately adjacent to the Lewes Road. We note that, in the consultation period prior to
the finalisation of the Neighbourhood Plan, this site was offered up for development and
rejected as unsuitable.
It is obvious that, were the EDF site permitted development at the scale envisaged, this
would be used as a precedent for the additional subsequent gross over-development of the
LIC site, and we believe that this is the applicant’s intention. We also note that in their
rejection letter of 24 April 2019 the AWVC planning Committee asked that if the developers
have any plans for the LIC site then they would wish to see a combined proposal.
8. Insufficient provision has been made for parking. You said in your letter of 11 March 2019:-
“Car parking provision does not comply with Policy 21 of the Neighbourhood Plan,
which requires two spaces to be allocated for each flat………... Ashurst Wood has
higher than average car ownership, as demonstrated in the evidence base for the
Neighbourhood Plan. The Examiner stated that this policy reflects the circumstances
found in Ashurst Wood and is well-designed and locally distinctive. It is essential that
all parking is contained within the site.
