Thank you for your correspondence of 20 March 2019, advising me of a planning application for a proposed new build
residential development consisting of 54 units following the demolition of all existing site buildings at the above location,
for which you seek advice from a crime prevention v iewpoint.
I have had the opportunity to examine the detail wi the application and note this is a resubmission of a previous
thin
application with a reduction of residential units from 71 to 54 in 7 reconfigured blocks, 3 ` 4 stories high. In an attempt to
reduce the opportunity for crime and the fear of cr ime I offer the following comments.
The National Planning Policy Framework demonstrates the government}s aim to achieve healthy, inclusive and safe
places which are safe and accessible, so that crime and disorder, and the fear of crime, do not undermine the quality of
life or community cohesion. With the level of crime and anti-social behaviour in Mid Sussex district being below average

when compared with the rest of Sussex, I have no ma concerns with the proposals, however, additional measures to
mitigate against any identified local crime trends should be considered and mentioned where necessary.
This application consists of a single entrance deve lopment with no through route and 7 residential blocks of multiple
occupancy. Other than the reduction in numbers of residential units I see material changes that warrant further crime
prevention advice. I therefore reiterate some of my previous crime prevention comments.
i The block backing onto the LAP will require demarcation in the form of low railings or a fence in order to provide
private space for those residents, separating and indicating their private area from the communal space.
i All communal parking bays will need to have survei llance from active rooms over them. An active room is where
there is direct and visual connection between the room and the street or the car parking area. Such v isual
connections can be expected from rooms such as kitchens and living rooms, but not from bedrooms and
bathrooms. Some parking facilities have good surve illance over them.
i There are cycle stores that are unobserved from the dwellings, in order to provide maximum protection for the
cycles, these should be visible from the dwellings. This will also deter loitering and honey spots.
i Where there are elements of under-croft parking, the applicant should seek advice from Sussex Police Counter
Terrorist Security Advisers with regards to the scheme as soon as it is practicable.
i Where under-croft parking occurs it should illuminated with vandal resistant energy saving lighting and not
support any loitering or generate recesses that have the potential to create hiding places.
