8 THE PROCESS
Reference has been made previously to various suspected breaches of planning processes that
mostly stem from a lack of transparency, less than convincing expert statements and failure to
consult.
It has been difficult to identify the prevailing policies, for example:

• To what extent the MSDC Local Plan of 2004 applies to this application;
• What authority does the WSCC Parking Calculator have over ASW 21 (in the
AHWNP) and why - if it prevails for the proposed development – why was it not
applied to recent developments at Spinney Hill and Yew Tree Close;
• Does the document “Revised County Parking Standards and Transport Contributions
Methodology” (2003) supersede earlier parking guidelines?
It would be helpful - and support principles of transparency - if authorities would list all
related legislation and guidance – extant and replaced - on new publications as is the case
with Acts of Parliament. This would reduce ambiguity and a “pick and choose” options that
obscures decision making.
Clarification of the applicable policies is requested.
9 THE RESULT
The integrated development will degenerate into a ghetto and the A22 become one of the
most congested and dangerous roads in the county. Moreover, the supposedly altruistic
objectives of social engineering , involving “mixed” communities, anti-coagulation and

affordable housing will be exposed for the political gimmick they often are.
This is especially true of the proposed development because its inherent design sows the seeds
for angst and disharmony.
In short, the development, as currently intended, is a recipe for disaster.
