satisfaction, and compliance with public service laws and professional conduct
standards.
Under the decree, a specialized Grievance Adjudication Committee has been
formed to review appeals submitted to the Dubai Central Grievances
Committee. The committee has included a chairman, deputy chairman, and
members with legal and human resources expertise appointed by the Chairman
of The Executive Council of Dubai.
Membership of the adjudication body has included representatives from the
General Secretariat of The Executive Council, the Supreme Legislative
Committee, and the Dubai Government Human Resources Department. The
decree has also defined the mandates, responsibilities, and duties of the
Grievance Adjudication Committee and its members.
Government employees have been allowed to submit grievances within
fourteen working days after receiving written notification of the committee’s
decision or once the decision deadline has passed. Late submissions may be
accepted only when supported by a valid justification explaining the delay.
The decree has clarified that grievances may be submitted on grounds such as
lack of jurisdiction, misapplication of laws, failure to follow required procedures,
abuse of authority, excessive disciplinary measures, or decisions taken without
valid justification. Decisions issued by the committee have been considered
final and binding on the relevant government entity, although employees may
still appeal through the courts.
