Dubai Ruler issues new decree establishing Central Grievances Committee for
government employees
The decree is designed to reinforce justice, transparency and good governance across the emirate’s public
sector

In his capacity as Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime
Minister of the UAE, has issued Decree No. (5) of 2026. This decree establishes the Central Grievances Committee for
Dubai Government employees.
The decree is designed to reinforce justice, transparency and good governance across the emirate’s public sector.
Moreover, it aims to enhance job security and encourage high performance and innovation among government employees.
The newly formed committee will provide government employees with a formal mechanism to appeal final administrative
decisions. These decisions must affect their legal status, employment rights, roles or working conditions.
Its mandate is to ensure fairness, impartiality and compliance with public service laws and professional conduct standards,
ultimately supporting job satisfaction and institutional integrity.
Employees may file grievances within 14 working days of receiving written notification of a decision, or after the committee’s
decision deadline has passed

Grievance Adjudication Committee formed under the decree
The decree also establishes a Grievance Adjudication Committee, responsible for reviewing appeals submitted to the
Central Grievances Committee.
The body will include a Chairman, Deputy Chair and members with expertise in legal and human resources fields. They
will be appointed by the Chairman of The Executive Council of Dubai.
