Membership must include representatives from:
The General Secretariat of The Executive Council
The Supreme Legislative Committee
The Dubai Government HR Department
The decree outlines the mandates, duties and responsibilities of the committee and its members.
Clear procedures and deadlines for filing grievances
Employees may file grievances within 14 working days of receiving written notification of a decision. Alternatively, they
may file after the committee’s decision deadline has passed. However, late submissions may be accepted only with a valid
justification.
Grounds for submitting a grievance include:
Lack of jurisdiction
Violation or misapplication of the law
Failure to follow essential procedures
Abuse of authority
Decisions contrary to public interest
Excessive disciplinary action
Actions taken without valid justification
The decree also specifies reasons for rejecting grievances, such as lack of jurisdiction, missed deadlines, duplication of
previously decided matters, or absence of a legitimate interest.
Final and binding decisions, with court appeal still permitted
All decisions issued by the Grievance Adjudication Committee are final and binding on government entities. While
administrative challenges are not permitted, employees retain the right to appeal decisions through the courts.

matters, or absence of a legitimate interest
Strict confidentiality and document handling requirements
Committee members, staff and experts are required to maintain strict confidentiality regarding all information, documents
and decisions, even after leaving their roles.
Any individual holding documents or evidence related to a grievance that cannot be disclosed must return them to the
Central Grievances Committee for proper archiving. All materials must be preserved in accordance with regulations to
prevent unauthorised access.
The Committee Chairman will issue internal decisions governing the handling and disposal of grievance‑related
documents.
Previous resolution repealed
The decree annuls Executive Council Resolution No. (41) of 2015. This resolution previously governed the Central
Grievances Committee for Dubai Government employees.
Existing regulations under the 2015 resolution will remain in effect until replaced. This is provided they do not conflict
with the new decree.
