The success factors of water
management in river basins include the
participation of the public in all sectors
at the local level, as their views are used
to analyze the real problem issues. The
different factors of each locality will lead
to the approach for systematic river basin
development.
The ONWR has utilized the Strategic
Environmental Assessment : SEA approach as a tool to address the various challenges,
such as climate change, and economic and social volatility. The ONWR has conducted
a study to assess the potential and limitations of on the environment in managing water
resources, to compare options and set the directions in developing river basins to build
balance between economic, social and environmental development, as well as measures
to mitigate the impacts on important national river basins. The area-based study has
begun in 5 pilot river basins, namely, the Sakrae Krang, Prachinburi-Bangpakong, Chee,
Moon, and Eastern river basins.
As a result of the study, the model in managing water resources to be balanced
was found. This balance between economy, society and environment is crucial, so is
the issue of conflict which needs understanding and acceptance, leading to cooperation
from different sectors, especially people in the local area. The ONWR will present the
results of this study to the River Basin Committee and National Water Resources
Committee (NWRC) for approval, and will then use the study to formulate a master plan
on water levels to be the direction of water management in all river basins in the country.
This will play an important part in solving the water crisis in the country in a systematic
and sustainable manner.
