Ecological changes and the changes in water level of the Mekong River, as the main
river in the region, are issues of great interest for countries in the Mekong river basin area.
The changes in these areas have to be closely monitored as they may affect the country
domestically. The 4 countries along the Mekong river basin, namely Kingdom of Cambodia,
Lao PDR, Kingdom of Thailand and Socialist Republic of Vietnam, have therefore signed
to become members of the Mekong River Commission: MRC, under the Cooperation for
Sustainable Development of the Mekong river basin B.E. 2538, agreeing to jointly use the
river basin system in a rational and just manner.
However, if any country diverts water from the Mekong for use, they would have to
abide by the rules and regulations on the Procedures for Notification, Prior Consultation
and Agreement : PNPCA so as to produce the least effect, most especially the effects on
the environment and way of life of the people in the area.
