ARTICLE 7. To see if the Town will vote to amend its bylaws and DELETE in its entirety,
from the Town Code the following article: Town Code Chapter 7, Article II, Capital Budgeting
Committee, § 7-3. Membership; terms; responsibilities, which currently states:
“A Capital Budgeting Committee consisting of five members shall be established, two
members appointed by and from the Finance Committee and three members appointed by
the Board of Selectmen; two positions for one-year terms; two positions for two-year
terms and one position for a three-year term. The Capital Budgeting Committee so
constituted will be responsible for updating the Town's capital budget each year and
reporting anticipated capital needs to the Town at each Town Meeting.”
with the intention for the Finance Committee to become responsible for maintaining and
reporting on the Town’s capital budget needs, or take any other action thereon.

Preservation Committee Historic Fund to fund the installation of a sign at the Davis Hay Field,
the appropriated funds to be expended under the direction of the Community Preservation
Committee; or take any other action thereon.

It was moved by Peter Delaney to appropriate $375 from the Community Preservation
Committee Historic Fund to fund the installation of a sign at the Davis Hay Field, the
appropriated funds to be expended under the direction of the Community Preservation

ARTICLE 9. To see if the Town will vote to appropriate $3000 from the Community
Preservation Committee Budgeted Reserve to fund the construction and installation of two
kiosks with interpretive and directional signage for the Boxford Borders to Boston trail, of which
it is anticipated that $1500 will be reimbursed to the CPC Undesignated Fund upon receipt of a
matching grant awarded to the project from the Essex Heritage Partnership, the appropriated
funds to be expended under the direction of the Community Preservation Committee; or take any
other action thereon.
