 COVID Coordinator Checklist
Congratulations, you’ve just been designated your company’s EO 14042 Coordinator pursuant to the requirements of FAR 52.223-99. To help you get started, below are a few items you may want to add to your COVID Safety to-do list. While some of these tasks already may be assigned to other company employees, including Corporate HR, Legal, or your Health/Safety experts, a little diligence even in these areas won’t hurt.
Become familiar with the Executive Order, Task Force Guidance, and FAR/DFARS -99 clauses. • You can find the FAR clause HERE.
• You can find the DFARS clause HERE.
Identify potentially covered contracts and develop a process to monitor receipt of the -99 clause.
Identify the applicable masking/distancing rules based on published transmission rates in your workplace locations.
• You can find the transmission map HERE.
Develop a written -99 compliance policy.
Develop compliance training for covered employees/covered workplaces.
Develop an awareness campaign to promote safety protocols and policies via email, websites, memoranda, and/or flyers.
Establish a process and cadence for conducting periodic inspections of covered facilities to enforce masking and physical distancing rules, including ensuring the
• Proper wearing of masks by employees and visitors (overs mouth and nose),
• Consistent wearing of masks in common areas, shared spaces, etc., and
• Applicable wearing of masks for non-vaccinated employees in outdoor settings.
Post signage at covered workplaces that sets forth COVID Safety requirements and protocols in a readily understandable manner (here are links to Task Force examples of signs for areas of high/substantial community transmission and low/moderate community transmission).
Ensure visitors to covered facilities understand masking and physical distancing requirements.
Ensure the applicable -99 clause is flowed-down to covered subcontracts.
Ensure covered employees do not visit non-covered workplaces (if such workplaces exist).
Identify affiliated entities that share employees or share space, and assess the impact of the Task Force’s FAQ regarding uncovered affiliated entities.
Ensure company compliance with all Task Force Guidance, as amended from time to time. • You can read the most up-to-date Task Force Guidance HERE.
Ensure compliance with all State and Local safety guidance that goes beyond the Task Force Guidance. Develop and memorialize a vaccination documentation process and ensure covered employees adhere. Ensure HR (or other appropriate group) has a process to evaluate and implement accommodation requests.
• You can see the accommodation forms the Federal Government is using HERE and HERE. Develop a process to ensure compliance with accommodations.
