The panel reviewed the presentations on Sustainable Funding Challenge for CASSOA, Harmonizing of Regulations
and Operational Procedures - Challenges and Benefits, ICAO Initiatives Enhancing Aviation Safety Culture and Secu-
rity in Africa, Common Safety Oversight Management System and Changing Aviation Safety Culture with Safety
Roadshows.

The panel also addressed questions from plenary on the challenge of state authorities responding to letters which
was key in capacity building within the states and finding a sustainable funding mechanism for CASSOA as there was
opposition to the proposed air passenger levy as this could lead to be a burden to the region’s air passengers as more
charges may lead reduction of passenger numbers.
