CURRENT TREND:
• The successive encounter by SFs on the Andhra-Odisha bordering areas have sufficiently dented the morale and strength of AOBSZC. It is believed that the acute loss will have to be made good by transporting cadres from Chhattisgarh, even though the DKSZC itself has suffered significantly in the current year. This loss will also spur a slew o measures by maoists to revamp their military intelligence network, contingent halting and immediate action drill. It is also expected that they will plan the next TCOC in such a way so as to extract the maximum returns out of whatever is possible, given their diminished capabilities throughout.
• Maoist party which is following the theory of ‘Preserving leadership’ for the last six years may not like to confront the SFs directly and they will try for suitable opportunities to attack soft targets only. (Targeting vehicles moving for Adm movements & routine, regular duties like ROP, RSO etc.
THREAT PERCEPTION:
The Central Military Commission (CMC) of CPI (Maoist), the apex body to formulate guidelines for its armed cadres, has stressed for undertaking small and medium level actions against Security Forces.
ANY MAJOR MAOIST BUILD UP NOTICED
• Input indicates that, a group of 50 maoist cadres from Chhattisgarh arrived in the cut-off area of AOB. They were spotted at Panaspodar and Komidipodar, PS-Chitrakonda, Distt-Malkangiri, Odisha on 6 and 7 November. Ramakrishna @ R.K. Secy. AOBSZC, CCM, Uday and Chalapathi, SCMs, are reportedly still in the cut-off area of Andhra-Odisha border. There is a possibility of maoists regrouping ad launching and attack against security forces and their establishments like AOP and PS.
RECENT HISTORY OF VIOLENCE
On 15 September, Maoists of Korukonda Area Committee has given Rs. 2,00,000/- (Two Lac) as compensation to Smt. Pusoori Laxmi wife of late Pusoori Venkat Rao, resident of Vill Jakiravalasa, PS sileru, distt Vijaynagram, erroneously killed by Maoists on 22 September on suspicion of being a police informer.
MOST LIKELY TARGET/ MODUS OPERANDI
• Interrogation of Gajrala Ashok @ Prasad @ Ranganna @ Aitu, former Member of Dandakaranya Special Zonal Committee (DKSZC) and In-charge of Western Regional Unified Command, who surrendered before police (at Warangal, Telangana, on December 29, 2015), revealed that the technical unit of the outfit was working on improvising RCIEDs.
• With the intensification of anti-maoist efforts in the Bastar Division in Chhattisgarh and considering the historical roots of the ‘movement’ in Andhra-Odisha Border areas, the coming days may witness increase in activities in these areas. This calls for better inter-state coordination and focused operations targeting the middle/senior level leadership and armed formations of the outfit.
