Pan Flat Dam conducts second flood release

Another Kings River flood release began last week as more water began to flow from Pine Flat Dam, a move made by the U.S. Army Corps of Engineers. But unlike the recent late-winter flood release, this one is aimed at spurring water demand within the 28-member agencies that have rights to divert Kings water, a strategy Kings River Watermaster Steve Haugen said immediately had its intended effect.
The Kings River Water Association declared the flood release on Wednesday, May 8, in response to the California Department of Water Resources’ latest Sierra Nevada runoff forecast that was based on a ‘much-above-average snowpack’ found to be remaining in the high country on May 1.
The DWR’s most probable April through July prediction of Kings River runoff is said to be 151 percent of average, or some 1.83 million acre-feet more. That forecast, the report said, assumes normal amounts of precipitation will continue to occur.
“As with the flood release we had earlier this year, this is a perfectly normal response to above-average water conditions by the Corps of Engineers,” said Haugen of the release.
According to KRWA, Kings River’s flow into Pine Flat Reservoir at times has reached above 11,000 cubic feet per second as warmer days have accelerated snowmelt runoff. Some high mountain shower activity has also occurred.
By the morning of last Wednesday, Pine Flat Reservoir storage had climbed to 720,061 acre-feet, or 72 percent of capacity, and was increasing fairly rapidly.
Assistant Watermaster for KRWA, Matt Meadows, termed the Corp’s Pine Flat directive a ‘low level flood release’. However, under the Kings River’s operational rules, water agencies are encouraged to take advantage of the situation and maximize diversions for surface irrigation along with groundwater recharge and banking
storage.
“Current information indicates the flood
release will last a minimum of one to four weeks with the potential to last into summer,” said Meadows. “Duration is highly dependent upon future weather conditions. Release will continue to be adjusted accordingly to meet irrigation orders and changing conditions.”
Releases from Pine Flat were stepped up last week and was being released at a rate of 8,000 cubic feet per second. Officials describe the expected downstream flows to be equivalent to summer irrigation operations and demands. Flows, although higher than experienced recently, are being managed to remain within channel capacities.
Officials and law enforcement authorities in Fresno, Kings and Tulare counties were immediately advised of the release due to the dangers of the higher flows. Anglers and other recreation enthusiasts are being warned about the higher flows and the need to exercise caution along the river.
Said Haugen, “The high water is moving fast and is very cold.”

Dinuba Police Department arrests in the last week.
• David Joshua Cardona, 38, of Dinuba was booked on May 6 on suspicion of being in possession of a controlled substance and unlawful paraphernalia, both misdemeanors.
According to police, he was contacted in a traffic stop in the 100 block of West Mono Street and was found to have an outstanding warrant for his arrest. During a search, officers say he was found to be in possession of methamphetamine and drug paraphernalia.
He was arrested at the scene, booked and later released with a promise to appear in court.
• Jerome Ruben Martinez, 57, a transient of Dinuba was booked on May 6 on suspicion of trespassing, a misdemeanor.
Police say he was contacted at the Dinuba Memorial Building after being asked to leave the property. He was arrested in the 200 block of South Alta Avenue, booked and later released with a promise to appear in court.
• Oran David Gaylord, 30, of Dinuba was booked on May 7 on suspicion of felony vandalism.
Officers say he was identified on video surveillance damaging a window at the Dinuba Transit Center. He was arrested in the 1600 block of East El Monte Way and then booked into the Tulare County Pretrial Facility.
• Raul Tomas Gutierrez, 22, of Reedley was booked on May 9 on suspicion of inflicting corporal injury to a spouse or cohabitant, assault with a deadly weapon and making threats with the intent to terrorize, all felonies.
According to police, officers conducted an arrest warrant on him in the 200 block of South L Street. After being taken into custody, he was transported to
the Dinuba Police Department for booking and later transported to the Tulare County Pretrial Facility for housing.
• David Lee Garcia, 41, of Dinuba was booked on May 9 on suspicion of sexual battery, a misdemeanor.
Police say the victim stated that he made sexual advances towards her and grabbed her right breast with his right hand. When the victim attempted to walk away, he reportedly grabbed her bra strap and broke it.
He was arrested in the 700 block of Second Avenue, booked and later transported to the Tulare County Pretrial Facility.
• Jeronimo Jaime Saenz, Jr., 20, a transient of Dinuba was booked on May 9 on suspicion of burglary and vandalism, both felonies.
Police say officers were dispatched to the 100 block of West El Monte Way for a report of a transient trespassing on the property. Officers were advised that he broke a lock on a door building behind a business and put his own lock on it. He was reportedly living in the building behind the business and damaged a $1,500 expandable roller and graffitied the inside of the building.
He was arrested, booked and later transported to the Tulare County Pretrial Facility for housing.
• Marlon Alexis Zuniga, 28, of Dinuba was booked on May 10 on suspicion of inflicting corporal injury to a spouse or cohabitant, assault with a deadly weapon and making threats with the intent to terrorize, all felonies.
Officers say he was contacted during a response to a disturbance call and was taken into custody in the 1600 block of East El Monte Way. After being taken into custody, he was booked and later transported to the Tulare County Pretrial Facility.
• Eduardo Sandhue Herrera, 53, of Dinuba was booked on May 10 on suspicion of being under the influence of a controlled substance, a misdemeanor.
According to police, officers responded to the 1200 block of East Academy Way after receiving a call of a male subject trying to enter the rear of a residence. Upon arrival, officers observed Herrera in the alley carrying a large stick. After having him drop the stick, officers say he began making erratic statements and had rapid speech.
A field sobriety test was given, to which he reportedly failed. Police say he admitted to having used methamphetamine seven hours prior.
He was taken into custody, booked and later transported to the Tulare County Pretrial Facility for housing.
• Eliazar Daniel Fernandez, 40, of Dinuba was booked on May 11 on suspicion of grand theft and knowingly receiving stolen property, both felonies.
Officers say he was located in the 200 block of West Whittaker Way after officers located a vehicle used to commit a grand theft at a local construction site. Police say he was found hiding under a bed there and the stolen property was recovered from the backyard fo the residence.
Police identified Fernandez and another subject as the suspects who committed the theft. He was also found to have an active arrest warrant for knowingly receiving stolen property.
He was taken custody, booked and later transported to the Tulare County Pretrial Facility for housing.
• Crystal Vera, 28, of Dinuba was booked on May 11 on suspicion of grand theft and knowingly receiving stolen property, both felonies.
Police say she was identified as the second suspect of a grand
theft at a local construction site. She was taken into custody in the 200 block of West Whittaker Way, booked and later transported to the Tulare County Pretrial Facility for housing.
• Jose Miguel Andrade, 29, of Dinuba was booked on May 11 on suspicion of vehicle theft, a felony.
According to police, he was observed driving a reported stolen vehicle. Officers made contact with him in the 1600 block of Bolinger Way, where he was taken into custody. He was booked and later transported to the Tulare County Pretrial Facility.
• Kathy Villalobos, 41, of Dinuba was booked on May 12 on suspicion of being in possession of a controlled substance and driving without a license, both misdemeanors.
Officers say she was pulled over in the 1700 block of Kamm Avenue after police discovered she had an active arrest warrant and was an unlicensed driver.
She was arrested, booked and later released on cite with a promise to appear in court.
• Jose Mejia Sanchez, 41, of Dinuba was booked on May 12 on suspicion of assault with a deadly weapon, a felony, and battery to a spouse or date, a misdemeanor.
According to police, the victim went into the Dinuba Police Department to report a domestic violence incident involving her husband, Sanchez. The victim reportedly told police that during a verbal argument that turned physical, he pulled her hair and keld a kitchen knife in front of her chest area.
He was later contacted in the 1700 block of Terrace Drive, where he was taken into custody without further incident. he ws booked and later transported to the Tulare County Pretrial Facility.
