caused the police officers to act, Iriarte stated the officers felt threatened and first resorted to using a taser on her.
However, the taser reportedly proved ineffective in deescalating the situation.
“The tasers have to make contact in order to work,” said Iriarte.
Seeing the situation escalate, one officer pulled a side arm and shot Mendez twice in the lower extremities. She received non-life threatening wounds and is expected to make a full recovery.

Sheriff Mike Boudreaux has announced his appointment of Captain Cheri Lehner to Assistant Sheriff and Assistant Sheriff Tom Sigley to Undersheriff.
Assistant Sheriff Lehner began her career with the Tulare County Sheriff's Office in December 1986 as a Deputy Sheriff Trainee. After graduating from the Tulare/Kings County Basic Police Academy in 1987, she was promoted to Deputy, assigned to the Detentions Division. She was promoted to Sergeant in 1996 and Lieutenant in 2006.
During her tenure with the Tulare County Sheriff*s Office, she has worked in detentions, investigations, personnel, courts and patrol. In 2014 she was promoted to the rank of Captain and was most recently responsible for the

Next, Dep. Serrano said aloud,
“He has a weapon.”
Dep. Villalobos disengaged
from the suspect and drew his firearm. He saw the suspect with a machete and Dep. Serrano in a close quarter confrontation.
As Dep. Serrano pulled away from the suspect, Dep. Villalobos fired his duty weapon to stop the threat. The suspect was shot and succumbed to his injuries at the scene.
During the gunfire, Dep. Serrano sustained a single gunshot wound to his right wrist.
Dep. Villalobos took control of the situation, advising dispatch of the shots fired, officer down and suspect hit by gunfire. He instructed Dep. Serrano to leave the house and seek medical attention from ambulance personnel who were standing by for the initial call for service.
Dep. Villalobos remained calm despite the critical incident and maintained the scene until back up arrived, Sheriff Boudreaux said.
“His actions were based on instincts from his training, knowing there was only one
course of action and that was to protect others,” he said “Dep. Villalobos undoubtedly saved Dep. Serrano from greater injury or death.”
Dep. Serrano was transported to Kaweah Delta Medical Center where he was treated for his injuries, including a laceration to his head, gunshot wound to his right wrist and a concussion.
Despite the fact that Dep. Serrano was new to Patrol and in his last weeks of field training, he displayed extraordinary bravery, heroism and courage in the face of imminent life-threatening peril, Sheriff Boudreaux said.
“His action went above and beyond the call of duty and exemplified the highest standards of a law enforcement officer,” he said. “Dep. Serrano’s strong will to survive this violent encounter is a true reflection of his call of duty.”
In all, more than a dozen employees will be honored with Letters of Commendation and Employee Recognition certificates for going above and beyond the call of duty to maintain public safety and, in several cases, saving lives.

• An assault was reported in the 200 block of South L Street at 8:29 a.m. A woman was reportedly bleeding from the ear and said the suspect was a pregnant woman on a bike.
• Vandalism was reported in the 1600 block of East El Monte Way at 10:00 a.m. The suspect was reported as a Hispanic male in his 30's with a metal pipe and wearing black pants and a green jacket.
• A subject reportedly gave an underage female a tatoo without her parent's permission. The incident was called in at 12:01 p.m.
• A neighbor dispute was reported in the 600 block of Myrtle Avenue at 1:30 p.m. A neighbor reportedly had been deficating and throwing used toilet paper in other neighbor's yard.
• Burglary to a vehicle was reported in the 1300 block of Nutcracker Avenue at 4:27 p.m.
• A residential burglary was reported in the 1300 block of North Alta Avenue at 9:15 p.m.
Wednesday, September 5
• A license plate was reported stolen from a gray Volkswagen Passat in the 1000 block of Bates Avenue at 10:17 a.m.
• A tresspasser was reported in the 700 block of West El Monte Way at 12:05 p.m.
• Juveniles were reportely smoking in the area of Bates and Saginaw at 3:36 p.m.
• A male subject was reportely laying on the sidewalk in the 100 block of East Tulare Street at 11:08 p.m.
Thursday, September 6
• An attempted commercial burglary was reported in the 100 block of West El Monte Way at 7:23 a.m.
• A suspicious vehicle was reported in the 600 block of Lincoln Avenue at 10:01 a.m.
Two male subjects, one tall and one short, were reportedly seen casing the area.
• A loose black pit bull was reported in the 700 block of Myrtle Avenue at 1:33 p.m.
• An elderly person on a motorized scooter was reportedly driving in the middle of the roadway in the 500 block of West El Monte Way at 7:26 p.m.
• An unattended three-year old child was observed in a parking lot in the 600 block of Euclid Avenue at 8:56 p.m. The child was reportedly crying for his mother.
Friday, September 7
• A residential burglary was reported in the 200 block of Arkona Avenue at 12:15 a.m.
• A bike was reported stolen in the 500 block of East Saginaw at 7:49 a.m.
• A suspicious vehicle was reported in the 1800 block of Lauren Avenue at 8:04 a.m. A subject was reportedly sleeping in a gray vehicle.
• Three subjects were reportedly drinking at the Downtown Entertainment Plaza at 8:55 a.m.
• Transients were reportedly using a dumpster as a bathroom in the alley in the 100 block of North K Street. It was reported at 10:38 a.m.
• Domestic violence was reported in the 1400 block of North Crawford Avenue at 12:27 p.m.
• A dumpster diver was refusing to leave the area near West Tulare and O Street at 1:36 p.m.
• A beer run was reported in the 800 block of North Alta Avenue. It was reported at 3:03 p.m.
• Vehicle burglary to a white Honda Civic was reported in the 700 block of Nicole Avenue at 2:46 p.m.
• A suspicious subject was reported in the 1300 block of East El Monte Way at 3:17 p.m. The subject was reportedly wearing a mask and was driving a red vehicle.
• Vandalism was reported in the 1000 block of East Kamm Avenue at 7:09 p.m. Person reported arriving home and finding her back door open and damaged. No items were reported stolen.
• An assault was reported in the police department lobby. A woman reported she was assaulted by her mother-in- law while she was carrying her toddler. It was reported at 9:31 p.m.
Rizal Gamayan Pascua
Rizal Gamayon Pascua, a resident of Orosi, died September 7, 2018. He was 81.
He was a farm laborer.
Visitation and Wake services were held on Wednesday, September 12 at Dopkins Funeral Chapel.
Surviving family members include a spouse, two sons, five daughters, a brother and sister, 16 grandchildren and six great grandchildren.
Dopkins Funeral Chapel handled the arrangements.
Robert Allen Garver
Robert Allen Garver, a resident of Orosi, died September 7, 2018. He was 97.
He was a ranch foreman.
Visitation will be held Friday September 14 from 1 p.m. – 8 p.m. at Dopkins Funeral Chapel. Graveside services will be held Saturday, September 15 at 9 a.m. at Smith Mountain Cemetery.
Surviving family members include two sons, five grandchildren and 15 great grandchildren.
Dopkins Funeral Chapel is handling the arrangements.

Administrative Support Division. Undersheriff Sigley began his career with the Tulare County Sheriff’s Office in 1998 after graduating from the Tulare/ Kings County Police Academy
in 1997.
His first assignment was
at Main Jail. He promoted to Sergeant in 2003, Lieutenant in 2007 and Captain in 2015.

During his tenure with the Tulare County Sheriff*s Office, he has worked detentions, patrol, professional standards and compliance and investigations. In 2017, he was appointed to the position of Assistant Sheriff, responsible for the Professional Standards, Patrol and Investigations Divisions.

• Domestive Violence was reported in the 1000 block of Rosemary Avenue at 12:14 a.m.
• A noise complaint for loud music was reported in the 8400 block of Avenue 406 at 12:15 a.m.
• Two males were reportedly trying to break into Taco Bell at 3:37 a.m.
• A reckless driver was reported traveling south bound on North Crawford Avenue at 4:02 p.m.
• A welder and a bike were reported stolen in the 6600 block of Avenue 416 at 8:22 a.m.
• Vandalism to a vehicle was reported in the 100 block of West Ventura Street at 11:08 a.m.
• An assault was reported in the Dinuba Police Department lobby at 2:36 p.m. The assualt reportedly happened in the 800 block of Second Avenue.
• A reckless drive was reported in the 700 block of West El Monte Way at 4:59 p.m. The vehicle was reported as a white Chevy Silverado heading west on West El Monte Way.
• A rear license plate was reported stolen in the 300 block of South K Street at 10:19 p.m.
• A subject in a gray vehicle was reportedly causing a disturbance in the 1100 block of North Villa Avenue. He was reportedly trying to run another person over.
• Vandalism was reported in the 1400 block of East Kamm Avenue at 11:50 p.m. A subject reportedly threw a glass bottle at a parked vehicle.
• A suspsicious subject was reported in the 100 block of West Ventura Street at 11:59 p.m. A woman wearing a red shirt and a bike was reportedly yelling and swinging a metal pipe.
The scene of Monday's officer-involved shooting was just feet away from Dinuba's Platinum Theater, left, and the Downtown Entertainment Plaza. Dinuba police tased a woman who reportedly came at them with some kind of weapon in her hand. The item turned out to be metal garden sheers and she was shot twice in the lower extremeties.

Mendez was last contacted
by the Dinuba Police Department on July 26 for a parole violation. According to Iriarte, she is currently on parole for assault with a deadly weapon.
Saturday, September 8
• A noise complaint for loud music was reported in the 600 block of Whitney Avenue at 2:39 a.m.
• A loose gray pit bull was reported in the 1300 block of West Pamela Lane at 9:40 a.m. The call was one of six animal control calls in the early morning of September 8.
• Transients were reported in the alley near a business in the 1400 block of West El Monte Way at 10:42 a.m. The transients were reportedly trying to get near some boxes in the alleyway.
• A residential burglary was reported in the 1100 block of Brent Road. It was reported at 11:45 a.m.
• A bike was reported stolen in the 500 block of North Crawford Avenue at 12:40 p.m.
• A trash can fire was reported in the 2200 block of East El Monte Way at 4:19 p.m.
• Domestic violence was reported in the 1600 block of Houston Avenue at 6:01 p.m. The suspect reportedly left the scene in a white Chevy truck.
• A noise complaint for loud music was reported in the 1100 block of Tuscanny Avenue at 11:30 p.m.
Sunday, September 9
• A noise complaint for loud subjects was reported in the 500 block of Bloomingdale Avenue at 12:52 a.m.
• Subjects were reportedly observed sleeping behind Dollar Tree at 1:05 a.m.
• A suspicious subject was reported in area of Lyndsay and North Way at 11:08 a.m. The subject was reported as a Hispanic female wearing a maroon shirt, blue jeans and holding a yellow lighter.
•Domestic violence was reported in the 600 block of Lavista Avenue at 11:52 a.m.
• An unwanted person was reported in the 1100 block of East Academy at 4:37 p.m. A woman reported her ex-boyfriend was outside her residence and broke a window.
• A group of juveniles were observed at Dickey Park at 7:06 p.m. appearing to graffiti something.
• Domestic violence was reported in the 1100 block of Marks Drive at 8:04 p.m.
• A noise complaint for hammering and construction work was reported in the 300 block of East Hollow Way at 9:17 p.m.
