gets sneak peak of new
• Jose Manuel Lopez, 21, of Dinuba was booked on September 3 on suspicion of evading a police officer with disregard, a felony, and driving without a license, a misdemeanor.
Police say he was the driver in a vehicle and failed to yield to officers as they were attempting to pull him over with lights and sirens. He was arrested in the 300 block of West Cypress Avenue in Reedley and was later booked and transported to the Tulare County Jail.
•Christopher Leonard Gonzalez, 31, of Dinuba was booked on September 3 on suspicion of being in possession of a controlled substance, a misdemeanor.
Officers reportedly made contact with him as he was walking in the dark in the 800 block of First Avenue, where he allegedly admitted to having meth in his possession. A search revealed he was in possession of methamphetamine. He was taken into custody, cited and later released with a sign promise to appear in court.
• Phillip Jose Gutierrez, 33, a transient was booked on September 4 on suspicion of fighting in public, a misdemeanor.
According to police, he was contacted in the 1600 block of East El Monte Way. He allegedly challenged another person to a fight while holding a metal bar. Police say he also damaged another person’s vehicle while driving by it. He was arrested and booked.
• Anthony Isaiah Raya, 20, of Dinuba was booked on September 4 on suspicion of receiving stolen property, a felony.
Police say he was detained by the Porterville Police Department and transferred to the Dinuba Police Department for outstanding case. He was booked and interviewed before being transported to the Tulare County Pre-Trial Facility for housing.
• Leobardo Moreno Beltran, was booked on September 5 on suspicion of being in possession of unlawful paraphernalia and being in possession of controlled substance, both misdemeanors.
Officers say they were dispatched to an abandoned residence in the 1200 block of East Academy Way for a report of a trespasser. Upon arriving on the scene, police made made contact with Beltran, who was reportedly found to be in possession of meth and a meth pipe. He was arrested on the scene, cited and then released with a promise to appear at a later date in court.
• Luz Noemy Duran, 18, of Cutler was booked on September 5 on suspicion of assault with a deadly weapon, a misdemeanor.
According to police, Duran was identified as a suspect in a large disturbance in the 1100 block of Park Way that occurred on August 25. In that incident four people were reportedly stabbed and police say Duran attacked a 17-year old female. She allegedly punched her and slammed the juvenile’s face into an asphalt roadway, leaving the girl’s face bloodied with a large lump on her forehead.
Through further investigation, she was arrested in the 40000 block of Orosi Drive in Cutler and was positively identified. She was booked at the Dinuba Police Department and then transported to the Tulare County Pre-Trial Facility.
• Ronnie Devon Bynum, 45, a transient from Visalia, was booked on September 6 on suspicion of being in possession of a controlled substance and vandalism, both misdemeanors.
Police say they made contact with him after responding to a report of a suspicious subject in the 2100 block of East El Monte Way. He was found to be in possession of a glass pipe. After being detained, he reportedly kicked a patrol car window, causing damage. He was booked at the Dinuba Police Department and released with a citation.
• Junior Rodas Rivera, 34, of Dinuba was booked on September 6 on suspicion of inflicting corporal injury to a spouse or cohabitant, a felony, and disobeying a court order, a misdemeanor.
According to police, he was contacted after responding to a disturbance in progress. Police say he was involved in an altercation with a male, and during the disturbance he reportedly injured his ex-girlfriend’s hand. He was placed under arrest in the 100 block of North L Street, later booked and transported to the Tulare County Pre-Trial Facility.
• Jennifer Renee Taylor, 42, of Dinuba was booked on September 6 on suspicion of elderly abuse, a misdemeanor.
Police say she was contacted after responding to a disturbance call. She was arrested in the 1600 block of Millard Way for suspected elder abuse and transported to the Dinuba Police Department for booking. She was later transported to the Tulare County Jail.
• Rodolfo Rangel Lopez, 39, of Fresno was booked on September 6 on suspicion of being in possession of stolen property, a felony, and being in possession of unlawful paraphernalia and possession of a controlled substance, both misdemeanors.
Officers were dispatched a report of a stolen vehicle that may be coming into Dinuba. Officers made contact with him in the 700 block of First Avenue and reportedly found him to be driving a stolen vehicle. During a search of the vehicle, police say they also found a glass smoking pipe and a bindle of methamphetamine. He was booked and transported to the Tulare County Jail.
• Jenny Mendoza Santillan, 20, of Dinuba was booked on September 7 on suspicion of inflicting corporal injury to a spouse or cohabitant, a felony.
According to police, she was involved in an argument with her live-in boyfriend, who is the father of their child. Police say the argument became physical when she began swinging at the victim, scratching him. She was arrested and booked into the Tulare County Pre-Trial Facility.

In April the Dinuba City Council initiated an update to the city’s sign standards to ensure the ordinance complies with recent court decisions, to make it easier to use (for both staff and public) and to help improve community aesthetics. Last Tuesday the Dinuba Planning Commission got a sneak preview of the amendments and now the updates will go the Dinuba City Council for approval.
One of the biggest changes to the ordinance concerns changes to what were previously deemed “Political Signs”. Instead, such signs will now be referred to as “Noncommercial Signs”.
These Noncommercial Signs, according to the update, will be allowed in residential and other non-commercial zones and may be up to four-feet high and contain three square feet of sign face. In commercial and industrial zones, the signage square feet goes up to 32.
Aside from the change in terminology, one of the biggest changes is that the city will no longer regulate the amount of time that campaign signs are in place.
The update to the ordinance also provides a clearer picture as to the standard of signs in commercial and industrial zones by combining them all in one place within the ordinance. In the new section of the ordinance, standards are established for freestanding signs, temporary/ portable signs (including banner signs and A-frame signs), window signs, for sale/for rent signs, pedestrian signs and non- commercial signs.
In addition, the new ordinance will incorporate graphic illustrations to help define certain terminology and different types of signs.
Exempt signage and prohibited signs are also clarified in the ordinance update. Sings that are exempt from the ordinance include, but are not limited to, name and number signs, bulletin boards, construction signs, yard and garage sale signs, and non- commercial signs.
Prohibited signs include, but are not limited to, signs with glaring or flashing lights, as such signs may cause a safety hazard, feather signs, snipe signs, pennants, streamers, spinners and ribbons, or any sign that damage natural features.

District Doings
• Dinuba Branch Library will be holding their 2nd Annual Friends of the Library Fall Book Sale on Saturday, September 22, from 9 a.m. to 4 p.m.
The Friends of the Dinuba Library invite you to come and browse a wide variety of books, magazines, DVDs and videos, with prices as low as 10 cents.

• The Alta District Historical Society will be hosting their Annual Harvest Dinner and Auction on Saturday, October 6. The event will consist of a dinner, served from 5:30 to 7 p.m., a live and silent auction and a Country Store.

• The Western Regional Vietnam Memorial Wall Committee will be hosting a Fundraiser Steak Dinner on Sunday, October 14 , at the Dinuba Memorial Hall, located at 249 South Alta Avenue in Dinuba.
Dinner will consist of steak, salad, baked patato, green beans and a beverage. The cost is $20 per plate.

Orosi High junior Fabiola Rodriguez continues to shine for the Cardinals’ cross country team as she placed 40th overall in a very strong eld at the 26th An- nual Kingsburg High 2-mile run this past weekend. For her efforts, Rodriguez has been named the Athlete of the Week. Rodriguez, who had a time of 13:42.74 in Kingsburg, has also won an indi- vidual race at the Orange Cove High School Cross Country meet held a few weeks ago.
