Child Find mandates districts to access any student who may have any indication of a learning disability. This has ultimately led to more assessments on more students, translating to more qualified special education students.
Making the numbers more challenging for the district is the state’s new approach of integrating special education students into the traditional classroom setting. Said Avalos of the new approach, “Things have changed. Maybe twenty years ago we were able to refer a kid to a class and they would stay in the self-contained class all day. In this county, we can’t do that.”
The new standards require that all students spend a minimum of 57 percent of they day in a traditional class setting. The purpose for the new standards, according to Avalos, is to better fully integrate the students.
But the new approach also puts more of the burden on general education instructors, as they face providing instruction for those students in their class who may also be receiving, and require, specialized instruction.
To handle the influx, the district has at least two special education instructors at each elementary school, three at Washington Intermediate School and four shared between Dinuba High School and alternative education.
The key to success in the district’s new approach, according to Avalos, is a marriage between special education instructors and general educational instructors combined with early intervention and staff development.
“Early intervention is crucial,” said Avalos. “And improving staff development, that is also crucial.”
The new approach will require special education instructors to coordinate more with general educators and general educators to coordinate more with teachers’ aides.
“It really is all of our responsibility,” said Avalos.
The increase in the need for special education is not a local phenomenon. Statewide the numbers have been going up everywhere, says Avalos.
