Tulare County Ag Commissioner declares citrus bloom in west district
“I’m really proud of him” said wife Linda. “And it’s very emotional to me because we have two grand-boys in the service. One graduated three years ago
and another will graduate this month.”
She explained that, like their grandfather, both grandsons enrolled right out of high school. But unlike their grandfather, the threat of being deployed to war was not there, something she said she’s thankful for.
“So when I think that he went to war at 17-and-a-half, it is very emotional for me,” she added.
Both grandsons are in the Navy.
Linda explained that her husband decided to take the trip after a friend of his returned home from the flight and encouraged him to do likewise.
When they applied online, she said they got an immediate response from the Honor Flight committee – eager to book the World War II Veteran on the next flight.
The 18th Central Valley Honor Flight left for Washington D.C. last Tuesday and returned home on Thursday. For Roushall and the other 69 Veterans on the trip, the experience was a moving one they will not soon forget.
“It kind of got to you,” explained Roushall. “All these guys were Veterans. Some of them were in battle some of them weren’t. We were all Veterans, and we served in the Armed Forces.”
Students, faculty and staff were the focal point of the Apr. 12 Cutler Orosi Joint Unified School District meeting held in the multi-purpose room at Orosi High School.
Principal Roberto Vaca recognized Mrs. Victoria Guzman and Mr. Jose Luis Perez (top-left) as the school’s Co-Administrators of the Year. Teacher of the Year was Kathleen Giannandrea (top-right) and Classified Employee of the Year was Chastity Agbulos. Pictured with the recepients is COJUSD Board President Rebecca Jimenez.
In addition, the school’s Academy of Engineering & Green Technology, Academy of Health Sciences, AVID Program, Speech and Debate, and the girls volleyball team were also recognized to the board and members of the audience. Esbeidy Mercado (right) received special recognition as the Orosi High School senior was the recipient of a Dell Scholarship. Jessica Lopez (not pictured) was also a Dell Scholarship recipient, according to principal Robert Vaca.

Roushall was drafted.
“I got discharged, and then
when the Korean deal comes up I got a greeting from the (Army) draft board,” said Roushall. “I tried to go back to the Navy but they wouldn’t release me.”
This wasn’t the first time Roushall had visited Washington D.C., he had visited the nation’s capital years ago. However, making the honor flight allowed him to see the World War II Memorial, something that wasn’t there during his previous trip.
But what stood out the most for Roushall was the Changing of the Guard at the Unknown Soldier.
“How those guys snap up, clap their heels, lay the wreath... they were good, they were all good,” he said.
There at the airport to welcome him back were friends and family, including wife Linda Roushall, and about a dozen Dinuba Lions Club members, of which he has been a part of for many years.

After consulting with the Tulare County Citrus Bloom Advisory Committee, and in order to comply with California laws pertaining to citrus and bee protection, Tulare County Agricultural Commissioner Tom Tucker announced that Tuesday marked the official beginning of the citrus bloom in District 2.
The announcement puts all citrus growers, pest control operators and beekeepers on notice to compy with regulations covering citrus and bee protection areas (sections 6654
and 6656 of the California Code of Regulations). The area within one mile of any citrus planting of one acre or more is designated as a citrus/bee protection area. Dinuba and the Cutler-Orosi area are within District 2.
Tucker said that during the ensuing days, TCAC personnel and members of the CBAC will be checking citrus groves in District 1 and 2 to determine when 75 percent petal fall on the north side of trees will be reached.
District boundaries can be found at http://agcomm. co.tulare.ca.us.

an agreement on their own. Last Wednesday’s meeting was the second and final public meeting required by law after receiving the notice from the State Water Board. The board will continue to accept written public comment through the end of April. After which, the board will decide how to move forward. One of the questions asked at the Apr. 10 meeting was how fast will the State Water Board move on a consolidation order after the
public comment period portion closes. The board is required to present the finding that ‘all voluntary consolidation avenues have been exhausted’ before moving forward with the order.
Whether it’s by a State order for consolidation or a unexpected agreement between both districts, the people in the community of East Orosi are hoping to have safe and sustainable drinking water as quickly as possible.
