Eastern Cape Department of Public Works (DPW) is responsible for District Of ces, ECD centres, exam centres, special schools, emergencies, fencing, of ce administration, and maintenance.
The Eastern Cape Department of Education as Implementing Agent is responsible for small maintenance projects.
Independent Development Trust (IDT)
is responsible for Early Childhood Development centres (ECD), Expanded Public Works Programme (EPWP) projects, the building of schools, replacement of mud structures, and special schools.
The Mvula Trust (TMT) – a local NGO, takes charge of water and sanitation programmes; sanitation maintenance and operations (dry sanitation); and emergency interventions.
Amatola Water is responsible for the operation and maintenance of on-site water and sewage treatment plants at rural schools.

Development Bank of Southern Africa (DBSA), is primarily responsible for maintenance projects, full- service schools, and hostels.
Coega Development Corporation (CDC) manages the EPWP projects, ECD centres, emergencies, the building of schools, mud structure replacement, and maintenance projects.
