Delivering on schools’ infrastructure through strong partnerships
Delivery of schools’ infrastructure in the Eastern Cape is a complex undertaking involving many different role-players. The DoE utilises the services of Implementing Agents (IA) in the delivery of its schools’ infrastructure programme, in terms of the Provincial Infrastructure Delivery Framework (PIDF). The DoE itself implements a limited number of smaller maintenance projects.
The primary Implementing Agent is the Department of Public Works (DPW). Limited capacity by DPW over the past few years has however necessitated the use of other IAs for delivery of education infrastructure projects, through conclusion of Service Delivery Agreements.
The DPW is currently undergoing a repositioning and recon guration to enable the Department to ful l its mandate in terms of fully managing infrastructure, including schools’ infrastructure, in the Eastern Cape.
Implementing Agents are expected to comply with all the requirements of
the Public Finance Management Act (PFMA), the Supply Chain Management regulations, the Construction Industry Development Board (CIDB) Act, and promote the principles of the Expanded Public Works Programme (EPWP). The IA is also responsible for compliance with all Local Municipal bylaws, Occupational Health and Safety and Environmental Management legislation.
