Quality basic education remains our key priority

Our key priority as the Eastern Cape Department of Education is to provide learners with opportunities to become productive and responsible citizens through quality basic education.
This includes providing adequate quality infrastructure based on a data-driven infrastructure plan.
The infrastructure budget for 2018/19 was just over R1.7 billion. Due to factors
beyond our control several projects had to be put on hold to avoid over-commitment. One of these factors was the large number of emergency disaster projects (as a result of inclement weather conditions) during 2018 and 2019. This cost the Department close to R305 million to address.
Despite the challenges, we have forged ahead to deliver on our programme, and I am pleased to report that:
• 307 of the capital investment projects
earmarked for implementation in the 2018/19  nancial year were completed. This includes, three replacement schools, one special school, the reconstruction
of the hostel at Healdtown Senior Secondary School and an additional workshop at Mt. Ayliff Technical High School.
• A signi cant part of our 2018/19 budget was allocated to repairing 28 schools across the province which were struck by disasters.
• Our programme for the maintenance of water and sanitation was completed in 19 schools.
• Currently more than 80 projects are at advanced stages of planning and more than 290 projects are in construction. This includes the construction of hostels
atThembisa and Khanyisa Special School, Ntsonkotha Senior Secondary School as well as the completion of hostels at Thubalethu and Dalindyebo Senior Secondary Schools.
• Other current projects include repair and maintenance of 86 disaster projects, construction of 25 Grade R facilities, 52 major works, 42 sanitation projects and 16 fencing projects.
As we work towards building the Eastern Cape we want, our planning is guided by four principles - strong communication, accountability, performance management and improved audit outcomes. This permeates the whole education system including Principals, Educators, Districts, Clusters and all Head Of ce of cials.
I wish to reaf rm the commitment of the Department in doing our part to contribute
to the success and achievement of the sixth administration in delivering on our mandate and I would like to call on the support
of education of cials, learners, parents, communities and society as a whole to support our efforts to grow the Eastern Cape and South Africa, together.
