Pro le: Thubalethu Secondary School
Thubalethu Secondary School is situated in Ford Beaufort which is a town in the Amathole District of South Africa’s Eastern Cape Province. The town was established in 1837 and serves as a mini ’dormitory’ for academic staff and students of Fort Hare University, based in the nearby town of Alice. The school falls within the Nkonkobe local municipality which was merged into the larger Raymond Mhlaba Local Municipality after the municipal elections on 3 August 2016.
Thubalethu High School was established in 1982 to serve the local community.
The construction rehabilitation programme which started in May 2017 is aligned with the Department’s strategic focus to establish hostels geographically to service a cluster of schools.
The work at Thubalethu included repairs
and renovations to the double storey Girls
and Boys Hostel Blocks, the existing single storey Main Kitchen and the ten existing single storey Dining Room blocks. In total, the hostels provide a 552-bed capacity.
This project was undertaken by the DoE, who is responsible for major refurbishment and maintenance projects. This massive project employed 126 people - more than half of these (72) were youth.

Relationships cemented through partnerships
Delivery of schools’ infrastructure in the Eastern cape is a complex undertaking with many different role-players involved. The DoE utilises the services of Implementing Agents (IA) in the delivery of its schools’ infrastructure programme, in terms of the Provincial Infrastructure Delivery Framework (PIDF). The DoE itself implements a limited number of projects related mainly to smaller maintenance type projects.
The primary Implementing Agent is the
Amatola Water is responsible for the operation and maintenance of on-site water and sewage treatment plants at rural schools.
Department of Public Work (DPW). Limited capacity by DPW over the past few years has however necessitated the use of other IAs for delivery of education infrastructure projects, through conclusion of Service Delivery Agreements.
The DPW is currently undergoing a repositioning and recon guration to enable the Department to ful l its mandate in terms of fully managing infrastructure, including schools’ infrastructure, in the Eastern Cape.
Coega Development Corporation (CDC) manages the EPWP projects, ECD centres, emergencies, the building of schools, mud structure replacement, and maintenance projects.
Implementing Agents are expected to comply with all the requirements of the Public Finance Management Act (PFMA), the Supply Chain Management regulations, the Construction Industry Development Board (CIDB) Act, and promote the principles of the Expanded Public Works Programme (EPWP). The IA is also responsible for compliance with all Local Municipal bylaws,
Occupational Health and Safety and Environmental Management legislation.
Development Bank of Southern Africa (DBSA), is primarily responsible for maintenance projects, full- service schools, and hostels.
Eastern Cape Department of Public Works (DPW) is responsible for District Of ces, ECD centres, exam centres, special schools, emergencies, fencing, of ce administration, and maintenance.
The Eastern Cape Department of Education as Implementing Agent is responsible for small maintenance projects.
Independent Development Trust (IDT)
is responsible for Early Childhood Development centres (ECD), Expanded Public Works Programme (EPWP) projects, the building of schools, replacement of mud structures, and special schools.
The Mvula Trust (TMT) – a local NGO, takes charge of water and sanitation programmes; sanitation maintenance and operations (dry sanitation); and emergency interventions.
