The infrastructure delivery mechanism, on the other hand, is just as intricate and has a number of checks and balances built into it. This is to ensure that projects are delivered on time, within budget, to the prescribed quality standards, and above all, provides value for money.
It is pleasing to report that we have been able to spend 100% of the Education Infrastructure Grant (EIG) - our primary source of funding for infrastructure projects - for the past three nancial years and we foresee that this trend will continue. Even though we have received continued funding in the past few years to roll-out the schools’ infrastructure programme in the Province, I must highlight the fact that we still have severe backlogs to eliminate before we can get to a stage where we can rest on our laurels. The estimated backlogs are in the region of R65bn and the ever-changing needs of our schools are dynamic with new challenges appearing almost daily.
We have committed ourselves to communicate more effectively on the work that we do so that you as citizens can monitor the progress of our service delivery and keep us accountable. To keep all our stakeholders informed of the depth and breadth of our work we bring you this publication which outlines the current infrastructure programme and related projects in the 12 education districts. This is the culmination of the infrastructure planning and delivery programme that I alluded to above.
We want to reiterate our commitment as a Department to provide a physical infrastructure environment worthy of our country’s learners. It is, however, the responsibility of our school management teams, our learners, parents and our communities to take care of the resources entrusted to them. Education is a societal issue and our children stand to bene t if each of us makes even the smallest contribution.
I trust that, together, we can provide an environment which is conducive to teaching and learning. As a Department, we will work relentlessly to achieve this vision.
