Message by the Chief Director
Public school infrastructure management is a vast and complex undertaking. The Department has over the past three years steadily built capacity through the appointment of quali ed, experienced and skilled staff to deal with the many challenges related to management of the infrastructure programme in the province.
The Department’s infrastructure team, together with its implementing partners are committed to consistently working towards improving our systems, processes, and modes of operation, so that we can deliver much-needed infrastructure ef ciently and effectively, in a province fraught with a legacy of inequality.
The effective and ef cient performance of infrastructure planning, delivery, and monitoring are critical to ensuring that we utilise our country’s  nancial and other resources optimally to address the schools’ infrastructure needs in the Eastern Cape.
Our planning and delivery mechanism is guided by the following goals:
• Providing adequate basic services such as water, sanitation, and electricity to schools and replacing mud and other inappropriate structures.
• Intensifying our efforts to ensure that all schools are safe environments for all children.
• Aligning our efforts to eliminate infrastructure backlogs with the Accelerated Schools Infrastructure Delivery Initiative (ASIDI).
• Re-alignment of schools (primary and secondary streams) and re-organisation of small schools that are no longer sustainable, or which are under-utilised.
• Systematically eliminating the infrastructure backlogs in line with the Regulations regarding Minimum Uniform Norms & Standards for Public School Infrastructure.
• Improving User Asset Management Planning with an emphasis on life cycle planning (especially improved maintenance planning).
• Responding to local economic development challenges by ensuring that training and skills development initiatives form part of our building programmes.
• Promoting the principles of sound asset and  nancial management to ensure that all legislative compliance and audit criteria are met, and best practices are utilised.
• Effective and ef cient implementation of the Education Facilities Management System (EFMS), both as a programme and an asset management tool.
