Kimberly Atteberry
Ms. Kimberly Atteberry assists varied organizations in the public and private sectors that leverage the bene ts of the federally mandated Immigrant Investor Program (EB-5). Her company provides expert advice on project feasibility, EB-5 compliant structure, job creation methodology, and targeted employment area (TEA) analysis. Prior to starting Vermilion, Ms. Atteberry was the Chief Economist of U.S. Citizenship and Immigration Services, a component of the Department of Homeland Security (DHS). In this position, she was responsible for the formulation, programming, and guidance of major economic research projects, working with functional groups across the organization in a variety of programs. Stephen Pack
Stephen Pack, President of Armadale Capital Inc., has been in the healthcare  nance business for over 20 years. His track record in FHA Section 242  nancings is unparalleled. Mr. Pack has led every type of healthcare  nancing including non- rated, uninsured, VRDB and commercially insured. Mr. Pack has also pioneered many innovations in the area of derivative products and FHA insured hospital  nancings. Mr. Pack graduated from Princeton University with a degree in economics.
Nick Niemann
Mr. Niemann specializes in commercial real estate leasing, acquisitions, and dispositions. He has been involved in over  ve million square feet of of ce and industrial leasing over the past several years. In addition, he has worked on numerous large land sales for sites that have been developed to a higher and better use. He represents Fortune 500 clients as well as public and private REITs with their real estate holdings. He will advise on the leasing and/or sale efforts for the project in order to maximize value. Mr. Niemann holds a Bachelor of Science in Policy, Planning, and Development from the University of Southern California. He also played on the National Championship water polo team while at USC.
Ms. Atteberry created her own work ow and integrated her position into the overall agency. She authored numerous regulatory analyses, the quality of which allowed for rapid approval through of cial regulatory channels. She also served as the Agency expert for EB-5 Immigrant Investor economic analyses, providing guidance to senior DHS leaders, Members of Congress and staffers, external stakeholders, and adjudicators. From 2000 to 2002, Ms. Atteberry had the unique opportunity to instruct cadets at the United States Air Force Academy as one of a select group of civilian instructors. She taught in two different departments, Economics & Geography and Management.
