arrangements enabling SC students to attend institutions outside of SC at in-state rates. In-State includes the following categories as coded
in CHEMIS for fee purposes:
(1) Residents of South Carolina
(A) Military personnel and their dependents in SC
(B) Faculty/staff employed by State Institutions and their dependents
(C) Retirees and their dependents who reside in SC and have been domiciled in SC for less than one year and maintain a
residence in SC
(D) Full-time employees in SC and their dependents who have taken steps to establish residency
(E) Students participating in the reciprocal Southern Regional Education Board (SREB) Academic Common Market program
whereby students may take programs not available in their state but offered in another state within the region at the in-state
rate
(G) Reciprocity agreements which enable reciprocity with other states with regard to In-State tuition and fees
(H) Non-resident aliens (international students) in approved visa classifications once they have been awarded permanent resident status
and meet statutory provisions for residency and domiciliary
(I) Resident – Exception, Covered individuals receiving veterans GI Bill Chapter 30 and 33 education benefits (Section 59-112-50C)
International Student – A person who is not a citizen or national of the United States and who is in this country on a visa or temporary basis and
does not have the right to remain indefinitely. This category is mutually exclusive with the other race/ethnicity categories. CHE methodology
does not permit the reporting of these students under additional race or ethnicity categories.
Matriculation Date – The date when a student can drop a course without penalty at the reporting institution. Varies by institution.
Native Hawaiian/Pacific Islander - A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
Out-of-State Rate – Non-residents of South Carolina and those non-resident exception students on scholarship (non-state) who may have a full or
partial waiver of the out-of-state tuition differential per board approved policy as allowed by Section 59-112-70 of the SC Code of Laws, as
amended. Out-of-state includes the following categories as coded in CHEMIS for fee purposes:
(2) Non-Resident of SC
(F) Non-resident exception for fee category including out-of-state students on non-state scholarships for which the board may adopt a
policy to provide for a waiver of the tuition differential
Race/Ethnicity – Categories developed in 1997 by the Office of Management and Budget (OMB) used to describe groups to which individuals
belong or identify with. The categories do not denote scientific definitions of anthropological origins. These categories are assigned to U.S.
