HEALTH DEPARTMENT
HEALTH ANIMAL INSPECTOR ANIMAL CONTROL
Staf at the Health Department rose to the occasion
once again this year. The Health Department staf
consisted of Kayla Smith, Health Agent, Celena
Richardson, Health Inspector, Jennifer Gailey,
Health Inspector, Nicole Mello, Public Health
Nurse, Dorothea Frazier, Administrative Assistant,
Barbara Murphy, Junior Clerk, and new addition
this year Josh Porter, Mental Health Director. The
mental Health Director position is funded by the
opioid grant the town of Middleborough received.
Josh Porter is a great resource and is available to
anyone in town in need. Four members of the
Health Department staf got to attend the annual
Massachusetts Health Oficer Conference in
Springfield this year. This conference was full of
educational seminars and professional networking.
Throughout the year we participated in a
Massachusetts wide food truck inspection event
day, septic hauler inspection day, we received a car
seat safety grant, and received important
certifications. This was a great year for our
department and very proud of all the
accomplishments that took place.
11am-12pm and Oak Point every third Wednesday
from 10-11am. Nicole started a new podcast The
Pulse providing residents with health education.
Nicole joined diferent committees/ groups this
year including, wellness committee and became
the presidents of the Massachusetts Association of
Public Health Nurses.
We held two lu/Covid-19 clinics this year, providing
38 COVID-19 vaccines and 45 Flu vaccines. Another
project was a collaboration on a grant opportunity
to bring stroke awareness to Middleboro residents
with Coastal Medical Transportation, Beth Israel
Deaconess Hospital, Middleboro Fire, and
Middleboro Health Department. Presentation
occurred at Oak Point and Town Hall, with tabling
events at Quality Inn, Council on Aging, and YMCA.
Nicole had an amazing year!
Thank you all for your hard work and dedication to
the Health Department and Town of
Middleborough. The Health Department would
also like to thank Robert Silva for his continuing
support with the Medical Reserve Corps (MRC),
grant writing and emergency preparedness.
Our Administrative Assistant, Dorothea Frazier and
Junior Clerk, Barbara Murphy continue to serve the
public and department with a high level of
diligence and work ethic. Both Dorothea and
Barbara go above and beyond yearly and is a
wonderful smile and hello every morning.
This year our Public Health Nurse Nicole had a busy
year and completed many of our goals!
Nicole provides a special and unique connection to
the community. Nicole hosted blood pressure
clinics at the Council on Aging every second
Wednesday of the month from 10am-10:30am. She
also hosted additional clinics at Nemasket housing
every second Wednesday of the month from
The Health Department has continued to provide
health services and conduct surveillance for the
community of Middleborough. We issued
approximately 901 permits this year, of which 432
were food service-related permits, 149 stable
permits, 113 septic permits with 123 plan reviews
and associated with 165 percolations tests, 65 septic
installers permits and 139 Title 5 reports reviewed, 27
well permits and review, 24 tobacco permits, 19 septic
pumping trucks, 14 rubbish hauling truck permits, 15
semipublic pool permits, 10 residential pool permits, 14
body art permits, 1 tanning permit, and 18 camp/motel
permits. The Health Department receipts totaled
$358,883. Our regular inspection and water quality
