According to StatsSA (reported by FNB), housing delivery has not recovered since the
decline after 2015Q1. Figure 34 above shows that in 2016Q1, Western Cape’s share as a
percentage of total building plans passed increased to approximately 40%. The number

Such a small growth in building plans passed suggests a lack of growth in building
activity and completions in the near term, a possible mild decline, and even a shortage
of houses supplied.
