        District 3 – Philadelphia (part)




        Dwight Evans (D) (Incumbent)
                           I believe Medicare should be expanded to cover in-home personal care.  That is
                           the first, key step that we need to take.  Second, we should work with the colleges,
                           universities and community schools in Pennsylvania to include programs training
                           students for the in-home healthcare field.  Expanding the work force pool will be
                           important for Pennsylvania’s expanding senior citizen population.  I think growing
                           technological advances can also play a roll.  Technology can help medical professionals
                           catch potentially serious health issues earlier leading to better, less costly outcomes.
                           The healthier a patient is the less resources they will consume.  More integration with
                           key medical parties and Local/State/Federal government will also be necessary to
        provide for better care.  Too often parties work in silos without sharing information. This leads to wasteful
        spending and inadequate attention to problems that should be addressed.  Efficient, quality care should
        always be the goal and I think that taking these steps will drive us to this outcome.

                           First, we need to find innovative solutions to our increasing healthcare cost to protect
                           our aging population. There is no way to sustain any HC system if costs continue to
                           grow 2-5x faster than our economy every year. Keeping seniors in their homes or in
                           supportive communities and out of expensive skilled nursing facilities is a key factor
                           in containing Medicaid and some Medicare costs.  Unfortunately, Medicaid often
                           incentivizes seniors to move into the most expensive types of care.  I fully support
                           expanding coverage to include more home based HC.

                           Aging in place should never become rotting in place.  It is vital that we keep seniors
        in a supporting setting with affordable quality care.  Too many seniors are in some state of depression-
        spending most of their days passively watching TV.  Too often they are moving from home to hospital or
        acute rehab and do not want to enter a “nursing home.”  They can thrive in supportive settings and should  7
        not face a binary choice of staying home or entering a skilled nursing facility.
