PART I
THE UNION AND ITS TERRITORY
1. Name and Territory of the Union.—(1) India, that is Bharat, shall be a Union of States.
1[(2) The States and the Territories thereof shall be as specified in the First Schedule.]

(3) The Territory of India shall comprise— (a) the Territories of the States;
2[(b) the Union Territories specified in the First Schedule; and] (c) such other Territories as may be acquired.
COMMENTS
According to Article 1, India is a Union of States which means a federation of States. (State of W.B. v Committee for Protection of Democratic Rights, West Bengal, AIR 2010 SC 1476 : (2010)3 SCC 571 : 2010 AIR SCW 1829 : (2010)2 SCC (Cri.) 401).
The Constitution is a living and organic document. It cannot remain static and must grow with the nation. The Constitutional provisions have to be construed broadly and liberally having regard to the changed circumstances and the needs of time and polity.
