                                              Vehicle Operations

              General Policies

Rangers assigned vehicles for use while on duty are responsible for their maintenance even though
vehicles remain the Open Space and Mountain Park (OSMP) Department’s property and may be used by
other department personnel. For this reason, and for safety, efficiency, and public relations, vehicles must
be kept clean and organized inside and out.

Rangers are responsible for performing routine maintenance on their assigned vehicles. This
includes, but is not limited to, checking oil, water, and windshield wash fluid levels; checking tire
pressure; checking the siren/public address (PA) unit; and all emergency lights. They are also
responsible for fueling, washing, vacuuming, and maintaining their assigned vehicles.

Rangers must schedule programmed maintenance checks with the equipment and fleet
maintenance technician well in advance of the scheduled mileage, and all major maintenance needs
or accidents must be brought to an operations supervisor’s attention so the proper forms can be
processed. Rangers must conduct their own minor weekly maintenance checks and daily visual
vehicle inspections for dents, scratches, and proper tire pressure.

Although rangers may personalize vehicles to some degree, each vehicle must be equipped to
adequately allow rangers to perform a full range of job responsibilities. Only full-time, certified
Police Officer Standards Training (POST) officers may carry shotguns in their vehicles.
Additionally, only rangers currently in the rifle program are allowed to carry rifles in their
vehicles. Whenever a vehicle is parked or unoccupied, all doors and windows must be locked.
Because full-time rangers carry shotguns in their vehicles while on duty, it is especially
important to make sure vehicles are locked at all times.

Rangers and all passengers must wear safety belts whenever driving or riding in city vehicles or
when traveling in any vehicle on city business. The only exception is when rangers are involved
