handle some situations by calling the communications center or an incident commander and
providing assistance without physically responding to the scene. Under no circumstances should
standby rangers fail to acknowledge a tone or allow the communications center to determine
whether or not a ranger response is needed. Rangers must investigate further any emergency pages
that are broadcast as “advisory” in nature to decide whether or not a response is necessary.
The purpose of the standby system is to provide a rapid emergency response. While performing
standby duties, rangers are expected to conduct themselves in accordance with the same
standards they follow while in service. Therefore, rangers must not engage in activities that would
impair their ability to perform, including drinking alcohol, while on standby.
Physical Training
The OSMP Department understands the importance of physical fitness/PT and overall health. This
is especially true for the ranger work group in order to provide emergency services to the public
and fellow officers in a safe and timely manner. Therefore, rangers are allowed time for personal
physical training during work hours. This must be balanced with the need to have in-service
rangers available to respond to requests for service and routine patrols during daylight hours.
The operations supervisor or lead ranger must pre-approve all PT time. Rangers should refer to the
current Standard Operating Procedures (SOP) guidelines for allowable PT time. In an effort to
create healthy, fit, and mindful employees, the City of Boulder has created and integrated a city
wellness program; OSMP rangers are encouraged to actively participate in this program.
