attending public meetings and non-mandatory staff events, picking up/dropping off standby
vehicles, and planned extended shifts.
Flextime taken has to occur within the same workweek as the adjusted hours worked. Weekday
flextime is preferred to weekend flextime; the workweek runs from Monday through Sunday.
Therefore, hours accumulated as overtime on Sunday cannot be taken as flextime on Monday.
Holiday Scheduling
Holiday scheduling is completed during the first pay period of the year, and rangers bid for
assignments based on seniority. The staffing level for all city-recognized holidays shall be six

rangers, except on July 4 when all rangers are required to work and Christmas and Thanksgiving
when no rangers are required to work. During weeks when paid city holidays fall on a normally
scheduled day off, rangers will take off a different day that week, usually a Wednesday, unless
approved by a operations supervisor.
Standby Duty
In order to provide the OSMP system and visitors maximum protection, rangers will be assigned to
standby (on-call) duty. Standby rangers are responsible for responding to all emergencies and
assistance requests that occur throughout the OSMP system between 1700 hours to 0600 hours for
the nights standby coverage is assigned. On a day when no rangers are in service, standby duties
will be for the full day, and standby pay rates will be set by the BMEA contract.
During standby hours, rangers must remain in close proximity to their pagers and patrol vehicles
and respond to all tones broadcasted during standby hours. If a page occurs during standby hours
while another ranger is on duty, standby rangers must respond unless informed by on-duty
rangers that no response is needed. During their standby shift, rangers may use patrol vehicles for
routine daily living activities as long as they remain within the appropriate response range and
are available to respond as required.
Standby rangers are expected to stay within a 45-minute response radius to Chautauqua Ranger
Cottage at 900 Baseline Road; however, the ranger services supervisor may approve individual
response times at their discretion. Rangers must also respond to pages within one minute of their
broadcast and be en route within minutes. Responses usually involve rangers going to the incident
scene and providing appropriate assistance. Rangers must respond to pages in order to obtain
information for a report, take necessary actions, provide first aid and/or logistical assistance, and to
satisfy the department’s mutual aid contract requirements.
Additionally, other responding agencies and the public should see rangers responding to incidents
on city property, and responses from other agencies (e.g., fire department, sheriff’s office) should
not deter rangers from responding to calls on OSMP properties. However, rangers may be able to
