P. 68

• Rangers who want to work a shift other than their normally scheduled shift must switch
                     with a ranger from the other shift so a day is not overstaffed nor understaffed as a result of
                     the change. For example, a ranger I may switch with another ranger I, and a ranger II may
                     switch with another ranger II or lead ranger when necessary. If approved by the operations
                     supervisor or lead ranger, a shift change may be allowed when the change helps address
                     staffing shortages;

                  • The weekly ranger schedule will be finalized on the Wednesday before the schedule goes
                     into effect;

                  • The lead ranger must approve schedule changes made after the final schedule is complete,
                     record changes on the ranger master schedule, and notify the Cherryvale (CV)
                     administrative staff to change the CV schedule. (Requests for time off should be made
                     before the schedule is finalized; they may be denied if requested after this time); and
                  • The operations supervisor must approve all vacation requests.

              Minimum Staffing Levels
              Minimum staffing requirements typically allow for two regularly scheduled rangers to be
              scheduled out of service on any given day, except Wednesdays (all rangers are typically scheduled
              on Wednesdays.) Rangers are considered to be out of service if they are on vacation, away for
              training, on flex time for hours worked on a normally scheduled day off, or otherwise unavailable
              to respond for a significant portion of the day.

              The minimum staffing level provides for basic patrol and call response capacity. Rangers with a
              majority of their time allocated to tasks not allowing field response (e.g., training, light duty,
              prescribed burn operations), as well as seasonal rangers and trainees, are not considered part of
              minimum staff levels. Unexpected staff reductions due to injuries and illnesses are not factored
              into staffing levels.

              The operations supervisor must approve in advance those scheduling situations (e.g., training,
              special staff events, required meetings, non-emergency medical situations) that cause the
              staffing level to go below the minimum required, unless an emergency situation dictates
              otherwise. Holiday staffing is determined separately.

              Timesheet Procedures

                  • Timesheets will be completed and submitted through MUNIS (City of Boulder's
                     timesheet database) no later than 8 a.m. on the Monday preceding a payday; and
                  • The ranger supervisor must approve all timesheets and verify schedule and overtime
                     hours for a particular shift. Rangers must notify their operations supervisor of any
                     accrued overtime during their workweek.
