PROLOGUE
‘China’s support of the new left wing regime in Guatemala is causing a few headaches. What was at first
considered an incentive to severe trade relations with Taiwan is now recognised as a premeditated
launch of Chinese Communist influence in South America. A communist regime, right on America’s
doorstep, is looking a very dangerous probability, I am sure you will agree.
The biggest hurdle to a Communist takeover would be the anti -insurgency army, however, the heart of
the Peace Accord is demilitarisation. The only way the army could survive is by covert operations to
destabilise the Country to such an extent that the new left wing regime itself would wish to retain the
army if its liberal and peaceful ambitions are to be realised. U.N. observers are monitoring events very
closely to ensure this does not happen.
I am sure you will agree with me that any attempt to maintain the anti insurgency army is an area of
which we should steer well clear.
The Prime Minister recently had one of his weekend special relationships and bonding trips. It would
appear that in between horse shoe tossing and fly fishing at Camp David, he somehow gave the
impression that the British Intelligent Service would be willing to participate in a covert operation to
destabilise Guatemala.
It would appear much too late to declare it was only the Bourbon talking as funding, seven million
dollars so far, sits in a private bank in Mayfair waiting to be lavished upon Guatemalan dissidents.
Whatever the circumstances may have been at the time he gave such an undertaking, we have to
consider the harm to U.S. relations if we reneged on our Prime Minister’s well-intentioned promise. We
must also consider the much more serious consequences should the World discover that sense of
power has outweighed our P.M.’s sense of accountability.
I am asking you to rectify the situation. How you are going to reconcile the Americans without causing a
full-scale destabilising programme is beyond me, but that is your mission.
