DOL I worked in the International Bureau as Senior Policy Advisor, and

            before that under Deputy Secretary of Labor Delbert Spurlock as the Assistant
            Deputy Associate Secretary of Labor.  Among my responsibilities as ADAS, I
            wrote the weekly Departmental Report to the White House and managed the

            Programs, Personnel and Budgets of 10 DOL Agencies and offices, including
            the Bureau of Labor Statistics, Pensions and Welfare Benefits, and the
            Women’s Bureau, among others.  I embarked on my government service
            career at the Patuxent River Naval Air Station.  I have led, spearheaded,

            overseen and played vital roles in innumerable significant efforts to benefit
            Americans and to advance Domestic and U.S. Foreign Policy.  This was

            enhanced by my fluency in several languages, working and studying overseas,
            and especially because of my experience as a Fulbright Scholar to Israel.  I
            drafted, implemented and monitored Labor Chapters of our Trade Agreements
            to save and enhance American jobs.  For the State Department I served on

            their Senior Foreign Service Promotions’ Boards and managed the Workers’
            Rights Chapter of the 195 countries’ Annual Country Reports on Human
            Rights Practices, which alerted Congress to overseas egregious human rights.

            I sourced the expertise of DOL’s Occupational Safety and Health
            Administration, Mine Safety and Health Administration and Employment and
            Training Administration to identify the use of mobile computers and software
            affecting work safety, influencing a rapid response by mine inspectors.  I

            helped manage Secretary of Labor Elizabeth H. Dole’s Task Force on the
            Glass Ceiling, aimed to shatter decades of gender inequality.  I facilitated
            advocacy to Congress for Legislation to continue appropriations for Job

            Training for our American Youth, to name some of my United States
            government service to the American public.  For my initiatives in these
            positions, I received several awards over my federal career.  To name a few:
            the Secretary of Labor’s Exceptional Achievement Awards: “For exceptional

            effort and exemplary performance as a member of the Senior Foreign Service
            Board;”  “For exceptional achievement in research, writing, editing and
            production of the International Child Labor Report;” and “For outstanding

            leadership in implementing technical cooperation initiatives to strengthen
            social safety nets and improve labor standards in developing countries.”



            I am Robert Kammer and I served in the Department of Labor for 34 years.
