was spent in the business management and senior management of the Mission
            to Planet Earth and the Earth Science Program Office.  I served as the

            Program Business Manager in the Earth Science Program Office and was
            responsible for the business and programmatic development and launch of
            many Earth Science satellites from the late 90s through 2015, which included
            the Landsat satellites.  The yearly budget for these missions, from pre-

            development through the operations of the spacecraft, was in the hundreds of
            millions of dollars.  My involvement included providing business
            management advice to the senior-level management teams in the Earth

            Science arena.  These satellites provide our Nation with information on a daily
            basis used in monitoring changes in the Earth’s environment as well as
            forecasting the weather.





                                         NATIONAL WEATHER SERVICE





            I am James Campbell and I was a meteorologist for the National Weather
            Service for 32 years. During my career I held a variety of positions, including
            forecaster, lead forecaster, Warnings Preparedness Meteorologist, Emergency
            Warnings Meteorologist at Weather Service Headquarters in Silver Spring,

            Maryland, Meteorologist in Charge of the Minneapolis Forecast Office, and
            Deputy Regional Director of the NWS’s Western Region.


            The NWS has a very important public mission to provide forecasts and
            warnings for the protection of life and property. In addition, forecasts and
            other information are used to assist in making economic decisions. I spent

            much of my career developing and carrying out programs that helped save
            lives.


            Some of my highlights included issuing tornado warnings, severe
            thunderstorm warnings and flash flood warnings, which prompted our citizens
            to take lifesaving protective actions. I trained spotters from all walks of life to
            recognize severe weather and report the information to NWS offices. I worked

            with local media and occasionally national media to teach about the dangers of
            severe weather and how to protect yourself. I developed coordinated policies
            for hurricane and local storms programs. I served on a team that developed

            hurricane probabilities for use by local managers and industries to help them
            make decisions on whether to evacuate coastal areas as a hurricane approached
