and facilitating their subsequent meetings for several teams in the district.
Later, after being elected to the PARLCA State Board, I became a member of
the Erie District Joint Steering Committee (DJSC) and served as a Co-Chair
with Denise Marquis before retirement. I also served as the state editor of the
PARLCA Mail Bag for several years, even into retirement.
Harry and I are a true USPS family, having over 70 years of combined
service. I am enjoying my retirement and my grandchildren. Together, we
attend soccer and basketball games all year round. We barely find time to go
camping, which is another love of ours.
I am Lawrence (Larry) Hoeck and I served with the Post Office Department,
which became the United States Postal Service under President Richard
Nixon. I started as a mail carrier and through the years increased levels of
responsibility one level at a time. I would begin very early every morning
looking at the visibility data at the airports where our overnight product would
be departing and preparing my coworkers for possible adjustments in the
event of weather delay of flights. At the end of the day, we would frequently
send a representative to the airport processing facility to inquire if any of my
offices were not preparing the overnight product properly. We wanted to earn
the business of our customers. We were measured by many goals related to
efficiency and the cost containment that we had to work with every day in
order to be positive contributors to our need to be self-supporting. We spent a
lot of our own time meeting and talking with our coworkers at all different
hours of the day and night to increase efficiency.
I am William R. McGinley a Veteran and I am pleased to share just a small
portion of my Federal life. I signed up with the USMC-PLC in training at
Quantico, Va., and received an Honorable discharge on Nov. 1, 1975,
remaining on inactive duty for two and a half years.
I started my essential Federal career in 1980 with the United States Postal
Service as a Rural Letter Carrier in Hummelstown, Pa. I joined my local
Union ASAP and with their advisement and guidance, I transferred in six
months to Mechanicsburg, Pa., as this was a faster growing area and Post
Office.
During those years to follow, I was a Rural Letter Carrier Academy Instructor
for six years, and I held the position of the local Union Steward, VP and
