D.6.2.3 Conclusion
Potential major accident hazard within the KT1 & KT2 WTP has been identified in
this CIMAH report and the relevant information relating to the hazardous substance
as specified in the CIMAH Regulations 1996 are also documented.
The potential major accident hazard arising from the loss of containment of Chlorine
at the Chlorine Room is a toxic gas dispersion.
The frequencies and consequences of the identified accident scenarios have been
integrated to provide the quantitative risks, which have been reported as a measure
of individual risk. The individual risk evaluated found to be within the individual and
residential risk criterion.
D.6.3 Risk Communication – Local Authority & Community
As part of risk communication of the potential major accidents from the toxic gas
dispersion of Chlorine, the Company has developed the risk communication plan as
to disseminate the risk of the plant operation during normal and emergency condition
to the relevant stakeholders.
The Company has developed the information to public (ITP) program as to inform
the surrounding community and businesses as part of compliance to Section 22 of
the CIMAH Regulations 1996. The ITP includes the name, position and contact
details of the Company personnel that could be contacted during major accidents.
Besides, the Company also engages with the emergency agencies and services on
emergency drill and exercise as to accustom the emergency agencies and services
on the plant condition during major accidents.
The Company Information to Public (ITP) program is given in Appendix D4.
