ccording to the U.S. Constitution, the Senate
Ahas to approve presidential appointments by
a super-majority of 60 senators. The rule was changed
in 2013 requiring only 50 votes, a simple majority. This
Senate rule change from a super-majority to a simple-
majority applies to presidential appointments, but not to
legislation. When the House of Representatives passes
a bill and sends it over to the Senate, it still takes 60
votes to allow debate. When a bill fails to get a super-
majority vote, it is declared null and void; the filibuster
suspends debate. The filibuster is perhaps the main
obstacle blocking President Trump from fulfilling his
agenda.
The economy experienced its slowest recovery
since 1945 when President Obama made income
redistribution, the environment, higher taxes, and an
expansive federal government his top priorities. This
slow growth environment paved the way for Mr.
Trump’s pro-growth policies.
