Seminar I: “Constructive Ethics Guidelines”

Control state officials and industry need to be aware of the pitfalls and situations of unethical behavior, so compliance
with laws is better understood. Adhering to state and federal ethics guidelines are crucial for everyone, state and
industry representatives alike. The alcohol beverage industry is already scrutinized without the taint of scandal and
bribery that comes with unethical behavior. Additionally, unlike other industry economic partners, the media tracks
government officials’ activities with more oversight. This session uses examples to remind all of us that we live under
a microscope.

Seminar II: “The Three Tier System: Adapting to 21st Century Convenience”

Alcohol is not sold quite the same way it was in 1965, and certainly not the way it was in 1935. As technology
improves, the three tier system must continue to adapt to the expectations of 21st century customers to maintain its
relevancy. No matter the obvious regulatory, tax collection and public health benefits the three tier system provides,
new technology will offer new options and challenges for alcohol sales and distribution. This session will explore
the relevance and survivability of the three tier system and how customer convenience demands can and should be
balanced with policy objectives.

Seminar III: “Selling Your System”

It’s fair to say that the media does not understand the regulatory framework of alcohol or why many jurisdictions
adopted policies to control the product. With significant changes in the media landscape, including the rise of social
media, on-line content, blogs, and commercialization of “independent” news, it is even more critical to tell your
system’s story. The agency is publicly owned and it would seem natural to provide the owners with stories of revenue
generation, education grants, modern store openings, and other important information. Don’t let others tell your
story. This session highlights successful examples of positive media communications.
